There is no doubt of the overwhelming need for chiropractors to set up practice in underserved countries. Yet, even when chiropractors are in large concentrations, like Canada and the USA, we still find underserved populations. These are the poor, minority and other groups that are dependant on the government for their healthcare services but, due to medically dominated organizations, are structurally denied access to chiropractic.
Medicaid, Medicare, Tribal and Military groups have government programs that include chiropractic services. Unfortunately, facilities that are assigned to serve these population groups are under medically dominated systems where so few have leadership that is willing to expand their scope of services to include chiropractic. Why? It's simple! The lack of familiarity with the value of chiropractic and the failed identity of chiropractic with other healthcare professions are the reasons why.
The Chiropractic Diplomatic Corps has targeted its "domestic community development" efforts at leveling the playing field by making direct contact with the decision makers who operate these "safety-net" healthcare facilities and addressing the disparity of their organizational design in providing mandated access to chiropractic for the people they serve.
